Against the backdrop of China’s growing control over Hong Kong and Brexit, Japan is embarking on a plan to turn itself into an international financial hub that will rank with the likes of New York and London. In December 2020, Nikkei organized an event, “Nikkei Virtual Global Forum: International Financial Hub – Japan’s role”, in which stakeholders and experts from Japan and abroad discussed in depth the prospects and challenges of Japan’s latest plan. In the second round of the Nikkei Virtual Global Forum, we will examine the progress made so far and explore in further detail Japan’s potential, with a particular emphasis on the growing global trend in ESG investment. The current state of Japan’s sustainable finance and the role of Japan’s markets and corporates are some of the topics that will feature in the event.

Fiona Reynolds is the CEO of the Principles for Responsible Investment (PRI). The PRI is a UN supported organisation, with more than 4000 signatories who collectively represent over US $121 trillion in Assets Under Management. She is responsible for the PRI’s global operations.
Appointed at the beginning of 2013, Fiona has 25 years' experience in the financial services and pension sector. She joined the PRI from Australian Institute of Superannuation Trustees (AIST), where she spent seven years as the CEO.
Fiona also serves on the Board of the UN Global Compact, she Chaired the Financial Services Commission into Modern Slavery and Human Trafficking (The Liechtenstein initiative) and is now a member of the Finance Against Slavery and Trafficking (FAST) Global Steering Committee. Fiona is also a member of the International Integrated Reporting Council (IIRC), the Global Advisory Council on Stranded Assets at Oxford University, the Advisory Board for the Green Investment Principles for the Belt and Road and the Steering Committee for Climate Action 100+ which is the largest ever investor engagement with listed companies. She is also on the Investment committee for Laudes foundation and the Advisory Board for BASF and the Advisory Council of Bloomberg Green.
Fiona was named by Barron’s magazine as one of the 20 most influential people in sustainability globally and has twice been named by the Australian Financial Review (AFR) as of one of Australia’s one hundred women of influence for her work in financial services and responsible investment.
Yasuyuki Konuma

Mr. Konuma joined Tokyo Stock Exchange (TSE) in 1984. He has served in the listing, equities, and international business development departments. His experience includes being seconded to the Bank of Tokyo (currently, MUFG Bank, Ltd.). He is charge of developing and improving the listing rules for ETF and other asset backed products and bringing them to the TSE market. He also leads activities to encourage domestic and overseas companies to list in Japan and increase their corporate value in the market. YAMAJI Hiromi is the President and CEO of the Tokyo Stock Exchange, Inc. and Director and Representative Executive Officer as well as Group COO of the Japan Exchange Group, Inc. Since joining the group in June 2013 as CEO of the Osaka Exchange. Inc., he has led the developing of the strong derivatives arm of Japan Exchange Group. He now keeps leading this active role into the Japanese Equity Market after his appointment as CEO of the Tokyo Stock Exchange in April 2021. Before joining the group, Mr YAMAJI had 36 years experience specialising in the investment banking area and served as Executive Vice President, and Head of Global Investment Banking at Nomura Securities Co., Ltd. During his professional career, he worked in Europe and the US for 18 years and served as President and CEO of Nomura Europe Holdings plc in London, and Chairman of Nomura Holding America Inc. in New York. He graduated from the Law Faculty at Kyoto University, and holds an MBA from the Wharton School at the University of Pennsylvania.

Hideki Ito is Vice Commissioner in charge of overall policy making for the JFSA.
Mr. Ito joined the Ministry of Finance in 1988, where he mainly engaged in formulating the national budget. Since 2007 he has worked mainly for the JFSA, where he has been engaged in a wide range of responsibilities such as market regulation, supervision and monitoring of financial institutions, Executive Secretary to the Minister for Financial Services. He was appointed to his present post in 2020.
Mr. Ito received a B.A. in Law from the University of Tokyo and obtained an MBA at Georgetown University in the US.
Hiroshi Nakaso

Hiroshi Nakaso was appointed chairman of the Daiwa Institute of Research (DIR) in July 2018 after completing his term as Deputy Governor of the Bank of Japan. He served as the Deputy Governor of the BOJ since March 2013. In his 39 years at the Bank, his main responsibilities have been crisis management of financial systems and markets focusing on global systems.
Mr. Nakaso joined the Bank of Japan in 1978. He dealt with the homegrown financial crisis of the 1990s. He headed the exit operation from the Quantitative Easing Policy, a prototypical unconventional policy that lasted from 2001 to 2006. In addition, he played an instrumental role in addressing the Global Financial Crisis together with his peers at major central banks including the FRB.
He has participated in numerous international meetings, and during his terms as Director-General of the Financial Markets Department and Assistant Governor, he chaired the BIS Markets Committee and Working Group on Financial Reference Rates, the G20 Study Group on Commodities and several other international forums.
Nakaso was appointed chairman of a new organization to promote Tokyo as a global financial center. The new organization is known by its abbreviated name, “FinCity.Tokyo”.
Michael Syn

Michael Syn is Senior Managing Director and Head of Equities at Singapore Exchange. Syn has management responsibility for SGX equity businesses, serving as CEO of the stock market (SGX-ST), depository (CDP) and futures market (SGX-DT/DC).
Prior to this role, Syn led the Exchange’s successful derivatives business in equity, commodity and currency assets. He joined SGX in 2011 with a background in investment banking and investment management.
Syn serves on the council of Economic Society of Singapore and the board of Sentosa Development Corporation. He chairs One Faber Group, one of Singapore’s leading operators of a suite of leisure and lifestyle services, anchored around the Singapore Cable Car Sky Network of six stations. He graduated with MA and PhD degrees from Cambridge University and attended the Harvard Advanced Management Program.

Toshiyasu IIYAMA was appointed Executive Managing Director, Nomura Holdings Inc., in April 2021. He is responsible for Public Policy and Regulatory Engagement, which covers communications with regulators and various external entities as well as other related activities. He is also in charge of the Group's China business as Head of the China Committee. In June 2019, Mr. liyama also took on the role of President & CEO of Nomura Institute of Capital Markets Research.
Prior to his current roles, Mr. liyama was Head/Chairman of Asia ex-Japan from April 2015 to March 2019.
During his career spanning over 30 years with Nomura, he has spent most of the time in the firm's capital markets businesses as Head of Asia Investment Banking, Head of Fixed Income for Asia Pacific, and Head of Syndicate before becoming a Senior Managing Director in charge of Investment Banking Division in 2012.

Akira Amari

Akira Amari was born on August 27, 1949, in Kanagawa, Japan, located just south of Tokyo. After graduating from Keio University with a major degree in political science, he joined Sony Corporation in 1972.
Two years later, he started working for his father Tadashi Amari, who served as the Member of the House of Representatives.
In 1983, Amari began his own political career. He was elected to the House of Representatives for the first time, and is currently serving his twelfth consecutive term.

He has been chosen as one of the "50 Most Influential" people in global finance in the 2013 edition of Bloomberg market magazine.

Lionel Barber
Former editor, Financial Times
Lionel Barber is a writer and broadcaster. Between 2005 and 2020, he served as editor of the Financial Times. During his tenure, the FT transformed itself from a print-led newspaper into a global, multichannel news organisation, winning multiple awards for its journalism. These include UK Newspaper of the Year three times, as well as Overseas Press Club, Gerald Loeb and Society of Publishers in Asia awards.
Lionel has co-written several books and lectured widely on foreign affairs, international economic policy and business matters. He appears regularly on TV and radio. As FT editor, he interviewed many of the world's leaders in business and politics, including: US President Barack Obama, President Vladimir Putin of Russia, Chancellor Angela Merkel of Germany and President Hassan Rouhani of Iran.
Lionel has received several distinguished awards for his contribution to journalism and to the transatlantic community. In February 2009 he was awarded the St George’s Medal, 2018 he received the Media Society’s annual award for his outstanding contribution to journalism and in 2020 he received the Gerald Loeb Lifetime Achievement Award.
He is a Trustee of the Carnegie Corporation in New York, Chairman of the Wincott Foundation, a member of the Chubb International Advisory Board, Trustee of the Nico Colchester Fellowship and was Chair of Tate Galleries from 2018 to 2021 having been a Trustee since 2011.
Lionel’s book The Powerful and the Damned was published in the UK in November 2020.

Tomokazu Sekiguchi

Tomo Sekiguchi is the head of sustainability reporting and assurance as well as the head of Department of Professional Practices (DPP)-disclosure at KPMG AZSA LLC, where he leads the firm’s practices of sustainability reporting and assurance services. He is also involved in various ESG-related activities of the KPMG’s global network. Concurrently, he assists companies in the financial services industry including those relate to fintech area.
He has strong expertise in standard-setting and regulatory activities via the following experiences:
- Involved in accounting/auditing/disclosure related policy-making activities of the International Organization of the Securities Commissions (IOSCO), when he worked for the Financial Services Agency of Japan;
- Served as the full-time board member for the Accounting Standards Board of Japan (ASBJ), where he leads its international activities; and
- Serviced as the part-time board member for the International Auditing and Assurance Standards Board (IAASB), where he is involved in standard-setting of international auditing and assurance standards.
He is the CPA admitted in Japan and the US. He received MBA from Hitotsubashi University - ICS.
Kurt Campbell

Kurt Campbell serves as Deputy Assistant to the President and Coordinator for Indo-Pacific Affairs on the National Security Council. He was previously Chairman and Chief Executive Officer of The Asia Group, LLC, a strategic advisory and capital management group. From 2009 to 2013, Campbell served as the Assistant Secretary of State for East Asian and Pacific Affairs, where he is widely credited as being a key architect of the “pivot to Asia.” For advancing a comprehensive U.S. strategy that took him to every corner of the Asia-Pacific region, Secretary Hillary Clinton awarded him the Secretary of State’s Distinguished Service Award (2013) — the nation’s highest diplomatic honor. He was formerly the CEO and co-Founder of the Center for a New American Security and concurrently served as the director of the Aspen Strategy Group and Chairman of the Editorial Board of the Washington Quarterly. He is the author or editor of ten books including Difficult Transitions: Why Presidents Fail in Foreign Policy at the Outset of Power and Hard Power: The New Politics of National Security. He received his B.A. from the UC San Diego and his doctorate in international relations from Brasenose College at Oxford University.

Ayako Nomizu

Ayako is a Manager for Climate Action 100+ at PRI, and facilitates collaborative engagements across Asia for Climate Action 100+, a global investor initiative to ensure the world’s largest corporate greenhouse gas emitters take necessary action on climate change. Ayako joined PRI in 2019, after working as a senior analyst at an international credit rating agency and serving as a director of an educational non-profit organization. Ayako is a graduate of Carleton College, and holds a Master’s degree from the Fletcher School at Tufts University.
