1951年、和歌山県生まれ。慶應義塾大学名誉教授、東洋大学教授。博士（経済学）。一橋大学経済学部卒業後、1973年日本開発銀行入行、1981年に退職後、ハーバード大学客員准教授、慶應義塾大学総合政策学部教授などを務める。2001年、小泉内閣の経済財政政策担当大臣就任を皮切りに金融担当大臣、郵政民営化担当大臣、総務大臣などを歴任。2004年参議院議員に当選。2006年9月、参議院議員を辞職し政界を引退。ほか公益社団法人日本経済研究センター研究顧問、アカデミーヒルズ理事長、㈱パソナグループ取締役会長、オリックス㈱社外取締役、ＳＢＩホールディングス㈱社外取締役などを兼職。

Heizo Takenaka is a professor emeritus at Keio University and a professor at Toyo University in Japan And was formerly Minister for Internal Affairs and Communications (2005-2006). In his capacity as an economist and as part of his social activities, he also serves on several advisory boards and committees including: Member of the Policy Council under Abe Administration; Director, Academyhills and Chairman, Pasona Group Inc and Outside Director, Orix Corporation and Outside Director, SBI Holdings Inc. He was named to the Foundation Board of the World Economic Forum in 2007. Professor Takenaka’s research interest is in economic policy.

In 2001, Prime Minister Junichiro Koizumi named Professor Takenaka the Minister for Economic/Fiscal Policy, in which position he chaired the Council on Economic and Fiscal Policy and steered macroeconomic policy. Over the next 5 and a half years, he spearheaded Japan’s economic structural reform. In 2002, Professor Takenaka was named the Minister for both Financial Services and Economic/Fiscal Policy. In this capacity, he accomplished the disposal of non-performing loans of Japanese banks, which had hindered the Japanese economy for more than 10 years. In 2004, he was elected to the House of Councilors, and was named the Minister for both Economic/Fiscal Policy and Privatization of the Postal Services. In this capacity, he realized the privatization of Japan Post, the biggest public enterprise in Japan. In 2005, he was named the Minister for both Internal Affairs and Communication, and Privatization of the Postal Services. The following year, Professor Takenaka returned to academia, leaving both the Cabinet and the House of Councilors when Prime Minister Koizumi resigned.

Professor Takenaka started his academic career in 1981 as a visiting scholar at both Harvard University and University of Pennsylvania. His academic experience includes: Senior Economist, Institute of Fiscal and Monetary Policy, Japanese Ministry of Finance (1982); Associate Professor, Faculty of Economics, Osaka University (1987); Visiting Associate Professor, Harvard University (1989); Visiting Fellow, Institute of International Economics (1989); and Associate Professor (1990) and Professor, Faculty of Policy Management, Keio University (1996). Professor Takenaka was named a member of the Economic Strategy Council (advisory board for economic policy to the Prime Minister) in 1998 and a member of the IT Strategy Council (advisory board on IT policy to the Prime Minister) in 2000.

Professor Takenaka received his B.A. in economics from Hitotsubashi University and his Ph.D in economics from Osaka University. He is the author of numerous books, including “Contemporary Japanese Economy and Economic Policy” (1991), “Prospects of the Japanese Economy for the 21st Century” (1993), “The Internationalization of the Japanese Economy and Corporate Investment” (1993), “Wealth of People” (1994), “The Economy in which Fast Movers Win” (1998), “Policy Crisis and the Japanese Economy - A Search for the Causes of the Economic Slowdown in the 1990s” (2001) and “The Structural Reforms of the Koizumi Cabinet” (2008).

He was born in 1955 in Narita City, Chiba Prefecture.
He completed his doctorate program in the Graduate School of Commerce, Keio University.

After serving as a full-time lecturer at Chukyo University, he became a Professor of the the Graduate School of Commerce at Hitotsubashi University. From 2006 to 2010 he was the Dean of that Graduate School. He is currently a professor of the Graduate School of Management at Hitotsubashi University.

He served as a member of the PFI Promotion Committee of the Cabinet Office, a member of the Transport Policy Council of the Ministry of Land, Infrastructure, Transport and Tourism, a member of the Social Infrastructure Development Council, and a member of the Financial System Council of the Ministry of Finance.

Currently, he is a member of Advisory Committee for Natural Resources and Energy of the Ministry of Economy, Trade and Industry and a member of Information and Communications Council of the Ministry of International Affairs and Communications.

⼤学卒業後、⽗が創設したケイワグループに⼊社し、その後、プロジェクト・マネージャーへの昇進をはじめ、様々な役職を歴任。現在は、ケイワグループの副会⻑、⾹港証券取引所の上場企業ケイワ・インターナショナル・ホールディングスのエグゼクティブ・ディレクター、そしてGEG の副会⻑も務める。

フランシス・ルイは、GEGのマカオ・ギャラクシー・エンターテイメント・FIVB（国際バレーボール連盟）ワールドグランプリやマカオ・ギャラクシー・エンターテイメント・国際マラソン⼤会、GEGマカオカップ（数年間、特にユース・ナショナルエデュケーション・コンペティションを⽀援）のスポンサーを通じて、マカオのスポーツや国内のスポーツ教育の発展に貢献してきた。2012年の12⽉14⽇には、マカオ政府より、マカオにおける観光と⽂化的多様性の促進に貢献したことで、観光分野で功労章を受章。

フランシス・ルイは、⾹港で初等教育、⽶国で⾼等教育を修了。カリフォルニア⼤学バークレー校で、1977年に⼟⽊建築学分野での理学⼠、1979年には構造技術学の理学修⼠の学位を取得した。

Mr. Francis Lui is the Vice Chairman of Galaxy Entertainment Group. He is also currently serving as a Committee Member of the 13th Chinese People’s Political Consultative Conference.
Mr. Lui received his early education in Hong Kong and completed his tertiary education in the United States, where he received his Bachelor of Science degree in civil engineering and Master of Science degree in structural engineering, both from the University of California, Berkeley, in 1977 and 1979 respectively. He started working for K. Wah Group (“the Group”), which was founded by his father, immediately after his graduation. Starting at an entry-level position, Mr. Lui was promoted to Project Manager and gradually worked his way up to his current position as Vice Chairman of K. Wah Group, Executive Director of Hong Kong-listed K. Wah International Holdings and Vice Chairman of Hong Kong-listed Galaxy Entertainment Group (“GEG”) (formerly known as K. Wah Construction Materials Limited). In addition, Mr. Lui is an executive director of various subsidiary companies under the Group. With nearly 40 years of experience in the fields of construction, property development and business management, Mr. Lui oversees the overall development and operational management of the Group and GEG. To advance his knowledge of business administration, Mr. Lui attended Stanford University in 2000 for further education.
Mr. Lui started investing in Mainland China after its “open-door policy” and economic reforms came into effect in the 1980s. Within the past few decades, he has accumulated a significant portfolio of investments in property development and construction material projects in cities such as Guangzhou, Shenzhen, Zhuhai, Nanjing, Shanghai, Huzhou and Beijing.
GEG is committed to the Central Government’s and the Macau SAR Government’s policies of diversifying Macau’s economy and positioning the city as the “World Centre of Tourism and Leisure”. GEG first opened its wholly-owned 5-star StarWorld Hotel, located on the Macau Peninsula, in 2006. Norifumi Ide is leading Nittsu Research Institute & Consulting, Inc. (*1) as the chairman after involvement in international logistics at Nippon Express Co., Ltd(Note) as Managing Executive Officer of its International Business Headquarters. He is also a founding board member of Japan Business Research Institute for Tourism and IR.

Before joining Nippon Express, he was the Commissioner of Japan Tourism Agency, and Director-Generals and Directors of Policy Planning, Maritime Bureau, Railway Bureau and Civil Aviation Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT). His responsibilities in these key positions included establishing strategic plans concerning tourism & IR, overseas infrastructure projects and logistics services, planning and financing of railway networks, and bilateral air talks, among others.

He also worked at the Cabinet Secretariat and the Prime Minister’s Office as Secretary-General and Counselor in charge of ocean policies and Asian economic affairs, respectively, as well as at the Ministry of Foreign Affairs (its headquarters and overseas permanent mission to international organizations) where he engaged in bilateral and multilateral negotiations on foreign direct investments and trade in services.

He graduated from the School of Law, the University of Tokyo.

After retired Tokyo City University in 2013, he inaugurated President of Visitor City Institute. Masayo joined EY in 2013 and currently manages Incentive Advisory Service Team in EY ShinNihon working primarily to help clients establish good relations with the government, and to better utilize government’s incentive projects; extensive experience working with both government and private sector clients.
Before joining EY, she has been engaged in numerous policy analysis projects commissioned by the Japanese government to introduce new regulatory system into Japan and enhance private sectors’ investments for 15 years, at one of the biggest think-tanks in Japan owned by the Japanese conglomerate financial group (the Bank of Mitsubishi Tokyo UFJ).
Masayo was appointed as the Sub Leader of the EY Japan Integrated Resort Support Office in 2014 and has been conducting the analysis on upcoming IR legislation and selection process in Japan.
She is the Vice Chair of the American Chamber of Commerce Integrated Task Force

2017年、Problem Gamblingを主眼とした一般社団法人RCPGを設立。

Dr. Nishimura is the Representative Director of Recovery Support Network, a nonprofit organization offering telephone consultation to those affected by problem gambling in pachinko and pachi-slot. He is a member of the Osaka City/Prefecture Gambling Addiction Countermeasure Research Committee and the Hokkaido IR Development Expert Committee. He was invited by the House of Representatives Committee on Cabinet and the House of Councillors Committee on Cabinet as the expert witness for the Government during the deliberation of the Gambling Addiction Countermeasures Bill.

In 2017, Dr. Nishimura founded RCPG which focused on problem gambling issues, and in 2018 he founded and became the Representative Director of Japan Sustainable Responsible Gaming Council (JSRG) which aims to contribute to the sustainable development of the society by suppressing and solving gambling addiction problems through expanding the responsible gaming activities of RCPG. He has attended numerous conferences on problem gambling and responsible gaming in Las Vegas, Vancouver, Toronto and Cleveland, and is considered as the leading expert in Japan on gambling addiction countermeasures.

David Green is founder and Chairman of Newpage Consulting, a company he established in Macau early in 2010. Previously he was Director of the Gaming Practice of PricewaterhouseCoopers (Macau). He retired as a Partner of PwC in 2004, but rejoined it in 2005, to assist in the further development of the firm’s presence in the Asian gaming industry. He lived in Macau for more than 14 years, and worked with the SAR Government in relation to the liberalization and regulation of the casino industry.

ジェイソン・P・ハイランドは、2017年8月7日に、合同会社日本MGMリゾーツの代表執行役員兼社長として入社。同社の運営にかかわる重要事項を担い、日本のコミュニティーとのさらなる親交に注力する。

2014年7月から2017年1月にキャロライン・ケネディ駐日米国大使が退任するまで、在日米国大使館にて首席公使を、2017年1月18日から7月31日まで臨時代理大使を務めた。ハイランドは、日本を含めたアジアや世界各国で得たビジネス、国際関係分野での長年の経験と知識を活かしていく。

Jason P. Hyland was appointed as Representative Officer and President of MGM Resorts Japan on August 7, 2017. Mr. Hyland is responsible for managing the Company’s operations while enhancing its relations with the Japanese community. Jason Hyland brings decades of experience and knowledge in business and international relations having served in various leadership roles around the world, throughout Asia and most recently in Japan. Mr. Hyland comes to MGM Resorts Japan from US Embassy Tokyo, where he served as the Charge d’Affaires, leading US Embassy Tokyo from January 18 until July 31, 2017. He had been Ambassador Kennedy’s Deputy from July 2014 until her departure in January 2017.

Japanese knowledge and experience

Mr. Hyland has worked and studied in Asia for more than 17 years, including 14 in Japan. He has lived in Tokyo, Sapporo, Fukuoka and Osaka and traveled throughout the country. Hyland also served as a Visiting Foreign Scholar at the University of Tokyo. He speaks and reads Japanese at the near-native level, and also speaks and reads Ukrainian, Spanish and Azerbaijani. Mr. Hyland received a Group Superior Honor Award from the Department of State for serving on the first Embassy team that entered Kobe in February 1995 to assist after the Great Hanshin Earthquake. He is respected as a diplomat, senior leader and manager, and expert on cross-cultural issues.

As Charge d’Affaires and as Deputy Chief of Mission at US Mission Japan, he supervised more than 700 employees, five consulates and a language school, engaging daily with the most senior officials in government, business and academia. In his tenure at the US Mission, he oversaw American participation in the G7 Summit, President Obama`s historic visit to Hiroshima, and the revision of US-Japan Defense Guidelines. He is a strong advocate for US-Japan business partnerships, having worked closely with the American Chamber of Commerce in Japan, Keidanren (Japan Business Federation), Keizai Doyukai (Japan Association of Corporate Executives), the US-Japan Business Council, Japan Tourism Agency, and other organizations. Jason believes in the enormous benefits of international tourism and has been a proponent of tourism across several assignments. He opened the US pavilion at the JATA Tourism EXPO Japan 2016. He has spoken frequently on cyber security, innovation, and trade policy.

Jason Hyland is grounded in foreign affairs from study at The Fletcher School of Law and Diplomacy, The National War College, University of California, Berkeley, the Inter-University Center for Japanese Language Studies and as Visiting Foreign Scholar at the University of Tokyo. He has received numerous awards from the Department of State, including Superior Honor Awards, Meritorious Honor Awards, the Expeditionary Service Award and the Sinclaire Language Award.

世界的な統合型リゾートを日本に設立するというシーザーズの取り組みを東京オフィスより統括。シーザーズ・コリア合弁会社の共同CEOを兼任し、広さ17万平方メートル、総工費8億ドルに上る韓国仁川での旗艦IRリゾートの開発を主導。
本職就任前には香港を拠点とするアジア事業開発バイスプレジデントとして、アジアにおける同社初のゲーミングライセンス取得、アジアにおける初の合弁事業の交渉を大手不動産開発会社との間で成功させた実績を有する。また中国のゴルフ専門誌から「ベストゴルフコース」として表彰されたシーザーズ・ゴルフ・マカオの設計・建設・運営を指揮。

William Shen currently serves as a Senior Vice President of Caesars Entertainment and the Managing Director and Representative Officer for Caesars Entertainment Japan, LLC. Based in Tokyo, he is responsible for the company's efforts to realize a world-class integrated resort in Japan.

Mr. Shen concurrently serves as co-CEO of the Caesars Korea joint venture and is charged with the development of the 170,000 square meter, US$850 million flagship integrated resort in Incheon, Republic of Korea.

Prior to these roles, Mr. Shen was Vice President of Asia Development based in Hong Kong. During this period, Mr. Shen successfully spearheaded the multi-year effort to secure Caesars Entertainment's first integrated resort license in Asia and negotiated the company's first joint venture in Asia with a major real estate developer. Mr. Shen also previously led the design, construction and operations of Caesars Golf Macau, awarded "Best Links Course" by China Golf magazine.

Prior to joining the industry in Las Vegas, Mr. Shen was a strategy consultant with Bain & Company in Boston and in Singapore, serving multi-national clients in the consumer products, retail and entertainment industries.

1999年にトーマツコンサルティング（現デロイトトーマツコンサルティング）入社。2007年に同社の情報・メディア・通信グループ統括パートナー就任、執行役員就任（同社ボードメンバー）。
2011年にアクセンチュアの通信・メディア・ハイテク本部におけるエグゼクティブ・パートナーとしてアクセンチュアに入社。
アクセンチュアではメディア・エンタテイメント業界及びインターネット業界の事業責任者を兼任し、さらに同事業本部におけるデジタルビジネス統括として通信やハイテク企業に対するデジタル変革やデジタル関連事業の立ち上げも幅広く手掛ける。

After graduated from faculty of engineering, Kyoto University. Kojima joined Tohmatsu Consulting(Currently Deloitte Tohmatsu Consulting) in 1999. And in 2007 he inaugurated as a supervising partner in charge of information, media and communication, as well as an executive officer (board member of the company).
In 2011 he joined Accenture as an executive partner in Accenture's Communications, Media and High Tech departments.
He is mainly responsible for media & entertainment industries, also the internet business at Accenture while managing a wide range of digital& communication related business for telecommunications and high-tech clients.

Dr. Kitatani is Professor of Tokyo Toranomon Graduate School and Director of Institute for Contents and Technology Integration at Kanazawa Institute of Technology since 2010.
He had served as Lester Smith Distinguished Professor of Media Management at The Edward Murrow College of Communication, Washington State University from 2005 to 2011 and is a trustee of the Washington State University Foundation.

吉岡広統

1964年生まれ。1989年日経BP社入社。調査開発部門を経て、1997年に『日経エンタテインメント！』編集に創刊メンバーとして配属、主に音楽分野を担当。2002年から副編集長、2009年から2013年まで編集長を務める。現在は、イベント企画部部長として東京ゲームショウやWOMAN EXPOなどのイベント事業に携わる。

He is born in 1964 and joined Nikkei BP in 1989. After working in the research and development department, he was assigned as a founding member of 'Nikkei Entertainment!' magazine in 1997, mainly in charge of music. He served as Deputy Editor from 2002 and Editor-in-Chief from 2009 to 2013. At present, he is in charge of events such as Tokyo Game Show and WOMAN EXPO as the head of the event planning department.

In April, 1978, he joined Yoshimoto Kogyo Co., Ltd. He served as the manager of many talents. In 1980, he started working in Tokyo when the Tokyo office was opened. In 1986, he started "Shinsaibashi-tsuji 2-chome Theater" as a producer and produced many popular entertainers from the theater. In 1997, he joined the Tokyo branch as chief producer. He then launched a number of new businesses, including music and publishing, sports management, digital content and movies. After serving as a director in 2001, he became a senior managing director and vice president, and then became a representative director and vice president in 2007, president and CEO in 2009, and co-CEO in 2018.
