John J.Hamre

Former Deputy Secretary of Defense

John Hamre was elected president and CEO of CSIS in January 2000. Before joining CSIS, he served as the 26th U.S. deputy secretary of defense. Prior to holding that post, he was the under secretary of defense (comptroller) from 1993 to 1997. As comptroller, Dr. Hamre was the principal assistant to the secretary of defense for the preparation, presentation, and execution of the defense budget and management improvement programs. In 2007, Secretary of Defense Robert Gates appointed Dr. Hamre to serve as chairman of the Defense Policy Board, and he served in that capacity for four secretaries of defense.

Before serving in the Department of Defense, Dr. Hamre worked for 10 years as a professional staff member of the Senate Armed Services Committee. During that time, he was primarily responsible for the oversight and evaluation of procurement, research, and development programs, defense budget issues, and relations with the Senate Appropriations Committee. From 1978 to 1984, Dr. Hamre served in the Congressional Budget Office, where he became its deputy assistant director for national security and international affairs. In that position, he oversaw analysis and other support for committees in both the House of Representatives and the Senate.

Dr. Hamre received his Ph.D., with distinction, in 1978 from the School of Advanced International Studies at Johns Hopkins University in Washington, D.C., where his studies focused on international politics and economics and U.S. foreign policy. In 1972, he received his B.A., with high distinction, from Augustana College in Sioux Falls, South Dakota, emphasizing political science and economics. The following year he studied as a Rockefeller fellow at the Harvard Divinity School in Cambridge, Massachusetts.

Oriana Skylar Mastro

Oriana Skylar Mastro is a Center Fellow at the Freeman Spogli Institute for International Studies and Courtesy Assistant Professor of Political Science at Stanford University where her research focuses on Chinese military and security policy, Asia-Pacific security issues, war termination, and coercive diplomacy. She was previously an assistant professor of security studies at Georgetown University. She is also a Non-Resident Senior Fellow at the American Enterprise Institute and continues to serve in the United States Air Force Reserve for which she works as a strategic planner at INDOPACOM. For her contributions to U.S. strategy in Asia, she won the Individual Reservist of the Year Award in 2016. She has published widely, including in Foreign Affairs, International Security, International Studies Review, Journal of Strategic Studies, The Washington Quarterly, The National Interest, Survival, and Asian Security. Her book, The Costs of Conversation: Obstacles to Peace Talks in Wartime, (Cornell University Press, 2019), won the 2020 American Political Science Association International Security Section Best Book by an Untenured Faculty Member. She holds a B.A. in East Asian Studies from Stanford University and an M.A. and Ph.D. in Politics from Princeton University. Gary Roughead

Retired U.S. Navy Admiral, Former Chief of Naval Operations; Distinguished Military Fellow, The Hoover Institution

Admiral Roughead is a graduate of the U.S. Naval Academy whose naval career culminated in serving as the Chief of Naval Operations, the senior officer in the U.S. Navy. In that role he was a member of the U.S. Joint Chiefs of Staff. Prior to that he held six operational commands and is one of only two officers in the Navy’s history to have commanded both the Atlantic and Pacific Fleets.

In assignments ashore he served as the Commandant, U.S. Naval Academy and was the Navy’s Chief of Legislative Affairs responsible for the Department of the Navy’s interaction with Congress. Admiral Roughead was also the Deputy Commander, U.S. Pacific Command during the massive relief effort following the 2004 tsunami in South and Southeast Asia.

Admiral Roughead is the Robert and Marion Oster Distinguished Military Fellow at the Hoover Institution at Stanford University. He serves on the boards of directors of the Northrop Grumman Corporation, Maersk Line, Limited, and is a Trustee of Dodge and Cox Funds. He is a Trustee of the Johns Hopkins University, serves on the Board of Managers of the Johns Hopkins University Applied Physics Laboratory, is the Chair of the National Academy of Sciences Naval Studies Board, chairs the U.S. Export Import Bank’s Council on China Competition, and advises the University of Haifa Maritime Center.

He co-chaired the Congressionally appointed commission that reviewed the Trump administration’s National Defense Strategy, and recently co-chaired a Council on Foreign Relations Task Force addressing America’s response to China’s Belt and Road Initiative.

Katsutoshi Kawano

Former Chief of Staff, Joint Staff, Japan Self Defense Force

Admiral Katsutoshi Kawano (Retired) is former Chief of Staff, Joint Staff, Japan Self-Defense Forces.

A graduate of National Defense Academy with a bachelor's degree in Mechanical Engineering, Admiral Kawano was commissioned as a surface warfare officer in 1979. He earned a master's degree in International Relations from Tsukuba University in 1990. He is also a graduate of Command and Staff Course at the U.S. Naval War College.

Admiral Kawano's career as a surface warfare officer includes assignments aboard JS Haruna, JS Shrrane, and JS Oyodo as Commanding Officer from August 1992 to August 1993.

His fleet command assignments include Commander, Escort Division 3; Commander, Escort Flotilla 3; Commander, Mine Warfare Force; Commander Fleet Escort Force; and, Commander in Chief, Self-Defense Fleet prior to assuming his previous post as Chief of Staff, Japan Maritime Self-Defense Force on 26 July 2012.

Some of the most notable responsibilities he has held ashore are Director General, Administration Department MSO; Director General, Operations and Plans Department MSO; and Vice Chief of Staff, Joint Staff.

Admiral Kawano had served as the 5th Chief of Staff, Joint Staff from October 14, 2014 until his retirement on April 1, 2019.

Satoru Mori

Professor, Faculty of Law, Department of Political Science, Keio University

Professor Mori is currently undertaking research on U.S. strategy in Asia, U.S. defense innovation and its implications for U.S. allies, and the history of U.S. defense strategy during the Cold War. He is a former Japanese Foreign Ministry official and holds a Ph.D. degree from the University of Tokyo, LL.M. degrees from Columbia University Law School and Kyoto University, and a LL.B. degree from Kyoto University. He was a professor at Hosei University’s Faculty of Law from 2010 to 2022. During his sabbatical leave, he was a visiting researcher at Princeton University (2014-2015) and George Washington University (2013-2015). He is a senior fellow at the Nakasone Peace Institute since 2018. He is a member of the Ministry of Defense’s New Defense Policy Roundtable since 2020. He was a senior fellow of the National Security Secretariat of the Cabinet Secretariat of the Japanese government (2016-2019). He was among the experts called upon by the National Security Secretariat during the hearings in 2022 on the revision of Japan’s strategic documents.

Michael J. Green

Chief Executive Officer, United States Studies Centre, University of Sydney

Previously Dr Green was senior vice president for Asia, Japan Chair, and Henry A. Kissinger Chair at the Center for Strategic and International Studies (CSIS) and director of Asian Studies and Chair in Modern and Contemporary Japanese Politics and Foreign Policy at the Edmund A. Walsh School of Foreign Service at Georgetown University. He served on the staff of the National Security Council (NSC) from 2001 through 2005, first as director for Asian affairs with responsibility for Japan, Korea, Australia, and New Zealand, and then as special assistant to the president for national security affairs and senior director for Asia, with responsibility for East Asia and South Asia. Before joining the NSC staff, he was a senior fellow for East Asian security at the Council on Foreign Relations, director of the Edwin O. Reischauer Center and the Foreign Policy Institute and assistant professor at the School of Advanced International Studies (SAIS) at Johns Hopkins University, research staff member at the Institute for Defense Analyses, and senior adviser on Asia in the Office of the Secretary of Defense. He also worked in Japan on the staff of a member of the National Diet.

Dr Green is also non-resident senior advisor and Kissinger Chair with CSIS and a distinguished scholar at the Asia Pacific Institute in Tokyo. He serves as a trustee at the Asia Foundation and senior adviser at the Asia Group. He is a member of the Council on Foreign Relations and the Aspen Strategy Group, the Radio Free Asia Board, the Center for a New American Security Advisory Board, and the editorial boards of the Washington Quarterly and the Journal of Unification Studies in Korea.

Dr Green has authored numerous books and articles on East Asian security, including most recently, By More Than Providence: Grand Strategy and American Power in the Asia Pacific Since 1783 (Columbia University Press, 2017) and Line of Advantage: Japan’s Grand Strategy in the Era of Abe Shinzō (Columbia University Press, 2022). He received his master’s and doctoral degrees from SAIS and did additional graduate and postgraduate research at Tokyo University and the Massachusetts Institute of Technology. He received his bachelor’s degree in history from Kenyon College with highest honours. He holds a black belt in Iaido (sword) and has won international prizes on the great highland bagpipe.

Victor Cha

Senior Vice President for Asia and Korea Chair, CSIS

Professor Victor D. Cha is the Distinguished University Professor and Professor of Government in the School of Foreign Service at Georgetown University. He is also Senior Vice President for Asia and Korea Chair at the Center for Strategic and International Studies in Washington, D.C. He is the author of seven books, including the award-winning Alignment Despite Antagonism: The United States-Korea-Japan Security Triangle (Stanford University Press, 1999) (winner of the 2000 Ohira Book Prize), and The Impossible State: North Korea, Past and Future (Harper Collins Ecco, 2012) selected by Foreign Affairs as a "Best Book on the Asia-Pacific for 2012." His most recent book is Korea: A New History of South and North (Yale University Press, 2023) with Ramon Pacheco Pardo. His other books are Beyond the Final Score: The Politics of Sport in Asia (Columbia University Press, 2009); Nuclear North Korea: A Debate on Engagement Strategies (Columbia University Press, 2003) with David Kang; and Powerplay: The Origins of the American Alliance System in Asia (Princeton University Press, 2016). His forthcoming book is The Black Box: Methods and Data in the Study of Korean Unification and North Korea (Columbia University Press, 2024). His articles on international relations and Asian affairs have appeared in numerous journals including International Security, Political Science Quarterly, International Studies Quarterly, Armed Forces and Society, Foreign Affairs, Asian Survey, Journal of Asian Studies, International Journal of the History of Sport, and Journal of Strategic Studies.

He was appointed in 2021 by Joseph R. Biden administration to serve on the Defense Policy Board in an advisory role to the Secretary of Defense. He formerly served on the White House National Security Council where he was responsible primarily for Japan, the Korean peninsula, Australia/New Zealand and Pacific Island nation affairs. Dr. Cha was also the Deputy Head of Delegation for the United States at the Six Party Talks in Beijing, and received two Outstanding Service commendations during his tenure at the NSC.

Dr. Cha is a two-time Fulbright Scholar, former Olin Fellow at Harvard University, and former Hoover, CISAC, and Koret Fellow at Stanford University. He currently serves on ten editorial boards of academic journals and is co-editor of the Contemporary Asia Book Series at Columbia University Press. In 2022, he was elected to serve on the Board for the National Endowment for Democracy, and he remains a Senior Fellow in Human Freedom (non-resident) at the George W. Bush Institute in Dallas, Texas. He is a Foreign Affairs Contributor for MSNBC and NBC News. Dr. Cha has appeared in a variety of media including ESPN, The Colbert Report, and a cameo role (as himself) in the 2012 film Red Dawn. He co- hosts The Impossible State podcast and The Capital Cable YouTube show.

In 2023, he was named Distinguished University Professor, the highest honor bestowed upon a tenured faculty member at Georgetown. He is the recipient of the 2023 Hubert H. Humphrey award from the American Political Science Association for notable public service by a political scientist and the 2023 Joseph Kurzel Memorial Prize for excellence in scholarship and public service (also from APSA).

Dr. Cha received his Ph.D. in political science at Columbia University, MIA from Columbia, B.A. Honors in Philosophy, Politics, and Economics from Oxford University, and A.B. in Economics from Columbia. He was born and raised on the Upper West Side of Manhattan.

Takashi Shiraishi

Chancellor, Prefectural University of Kumamoto

Shiraishi Takashi, born in 1950 in Japan; majored in international relations at the University of Tokyo (1972) and obtained Ph.D. in History from Cornell University in 1986. He taught at the University of Tokyo (1979-1987), Cornell University (1987-1998), Kyoto University (1996-2005), and National Graduate Institute for Policy Studies (GRIPS) (2005-2009). He served as Executive Member, Council for Science and Technology Policy, Cabinet Office (2009-2012), President, GRIPS (2011-2017), President, Institute of Developing Economies-JETRO (2007-2018) and University Professor, Ritsumeikan University (2017-2018). He currently serves as Chancellor, Prefectural University of Kumamoto (since 2018).

He also served as editor, Indonesia, Cornell South-east Asia Program (1987-2005) and editor-in-chief, nippon.com, a multi-lingual online journal (2011-2014). He was awarded the Medal with Purple Ribbon in 2007, and designated to the Order of Cultural Merit, 2016. In 2017, he received the Medal of Bintang Jasa Utama from the Republic of Indonesia for his contribution to Indonesian economic and education fields.

Joseph S. Nye, Jr

Joseph S. Nye Jr., University Distinguished Service Professor, Emeritus and former Dean of the Harvard's Kennedy School of Government. He received his bachelor's degree summa cum laude from Princeton University, won a Rhodes Scholarship to Oxford University, and earned a PhD in political science from Harvard. He has served as Assistant Secretary of Defense for International Security Affairs, Chair of the National Intelligence Council, and Deputy Under Secretary of State for Security Assistance, Science and Technology. His most recent books include The Power to Lead; The Future of Power; Presidential Leadership and the Creation of the American Era; and Is the American Century Over. He is a fellow of the American Academy of Arts and Sciences, the British Academy, and the American Academy of Diplomacy. In a recent survey of international relations scholars, he was ranked as the most influential scholar on American foreign policy, and in 2011, Foreign Policy named him one of the top 100 Global Thinkers.

Mie Oba

Professor, Faculty of Law, Department of Law, Kanagawa University

Dr. Mie Oba is a professor at Kanagawa University. She obtained her M.A and Ph.D in Advanced Social and International Studies from the Graduate School of Arts and Sciences at the University of Tokyo. Her major is International Relations and the politics in East Asia and Asia-Pacific. She specializes in the development of regionalism in this region as well as theories of regional integration and regionalism. She was an Academic Associate, US-Japan Relationship Program, Weatherhead Center for International Affairs, Harvard University (2006-2007). Christopher B. Johnstone

Senior Adviser and Japan Chair, CSIS
Former Director for East Asia on the National Security Council

Christopher B. Johnstone is senior adviser and Japan Chair at the Center for Strategic and International Studies (CSIS). Prior to joining CSIS, Mr. Johnstone served in government for 25 years in a variety of senior positions with a focus on U.S. policy toward Japan and the Indo-Pacific. He served twice on the National Security Council, as director for East Asia under President Biden and director for Japan and Oceanian affairs under President Obama (2014–2016). In the Office of the Secretary of Defense, Mr. Johnstone led offices with responsibility for South and Southeast Asia (2017–2021) and East Asia (2016–2017); he was director for Northeast Asia from 2010 to 2014, where he had principal responsibility for developing strategy for the U.S.-Japan alliance. Mr. Johnstone began his career as an intelligence officer in the Central Intelligence Agency, where he worked on national security issues in Northeast Asia and served in an overseas field station. Mr. Johnstone has a master's in public affairs from Princeton University's School of Public and International Affairs and a bachelor of arts from Swarthmore College. He speaks fluent Japanese.

Hiroyuki Akita

Hiroyuki Akita is a Commentator of Nikkei. He regularly writes commentaries and columns, analysis mainly on foreign & international security affairs. He joined Nikkei in 1987 and worked at Political News Dept.(98-2002) where he covered Japanese foreign & security policies, domestic politics. He was Senior & Editorial Staff Writer (2009-17), and he also worked at "Leader Writing Team" of the Financial Times in London (Oct-Dec, 16).

He was Beijing Correspondent (94-98) and Washington Chief Correspondent (2002-06). In Beijing, he reported major news events such as death of Deng Xiaoping, Hong Kong handover to China. In Washington DC, he covered White House & Pentagon, State Department during Bush administration.

He graduated from Jiyu Gakuen College in 1987 and Boston University (M.A.). From 2006 to 07, he was an associate of US-Japan Program at Harvard University, where he conducted a research on US-China-Japan relations. In March 2019, he won the Vaughn-Ueda International Journalist Award, a prize for outstanding reporting of international affairs. He is an author of two books in Japanese: "Anryu (Power Game of US-China-Japan)" (2008), "Ranryu (Strategic Competition of US-Japan and China)" (2016).
