CSIS参加以前には、第26代国防副長官を務める。

副長官就任以前の1993年から1997年にかけては、国防次官（会計監査担当）を務めた。

会計監査担当官として国防予算と運営改善プログラムの準備、発表および施行にあたり、国防長官の首席補佐官の役目を果たした。

2007年からは国防長官の諮問機関である国防政策協議会の議長。

国防省入省前には上院軍事委員会専門スタッフを10年間務め、主に調達、研究開発プログラム、国防予算問題、および上院歳出委員会との関係について監督・評価を担当した。

1978年から1984年にかけて議会予算局に勤務、国家安全保障および国際問題担当副部長代理として、上下院の委員会向けの分析やその他のサポートを担当した。

ジョンズ・ホプキンス大学高等国際問題研究大学院にて国際政治、国際経済および米国外交政策を専攻、1978年に優秀な成績で同大学院の博士号を取得。

John Hamre was elected president and CEO of CSIS in January 2000. Before joining CSIS, he served as the 26th U.S. deputy secretary of defense. Prior to holding that post, he was the under secretary of defense (comptroller) from 1993 to 1997. As comptroller, Dr. Hamre was the principal assistant to the secretary of defense for the preparation, presentation, and execution of the defense budget and management improvement programs. In 2007, Secretary of Defense Robert Gates appointed Dr. Hamre to serve as chairman of the Defense Policy Board, and he served in that capacity for four secretaries of defense.

Before serving in the Department of Defense, Dr. Hamre worked for 10 years as a professional staff member of the Senate Armed Services Committee. During that time, he was primarily responsible for the oversight and evaluation of procurement, research, and development programs, defense budget issues, and relations with the Senate Appropriations Committee. From 1978 to 1984, Dr. Hamre served in the Congressional Budget Office, where he became its deputy assistant director for national security and international affairs. In that position, he oversaw analysis and other support for committees in both the House of Representatives and the Senate.

Dr. Hamre received his Ph.D., with distinction, in 1978 from the School of Advanced International Studies at Johns Hopkins University in Washington, D.C., where his studies focused on international politics and economics and U.S. foreign policy. In 1972, he received his B.A., with high distinction, from Augustana College in Sioux Falls, South Dakota, emphasizing political science and economics. The following year he studied as a Rockefeller fellow at the Harvard Divinity School in Cambridge, Massachusetts.

主な著書に米国の対中戦略を論じた『A Glass Half Full?: Rebalance, Reassurance, and Resolve in the U.S.-China Strategic Relationship』、『Strategic Reassurance and Resolve: U.S.-China Relations in the Twenty-first Century（邦題：米中衝突を避けるために: 戦略的再保証と決意）』（共にマイケル・オハンロンとの共著）がある。カート・キャンベルとは『Difficult Transitions: Foreign Policy Troubles at the Outset of Presidential Power』を著している。イェール大学で法務博士（JD）。

James B. Steinberg is the tenth Dean of SAIS. Previously, he served as University Professor of Social Science, International Affairs and Law at Syracuse University, where he was Dean of the Maxwell School of Citizenship and Public Affairs for five years. Prior, he served as Deputy Secretary of State to Secretary Hillary Rodham Clinton, from 2009-2011. From 2005-2008, Steinberg was Dean of the Lyndon B. Johnson School of Public Affairs. From 2001 to 2005, Mr. Steinberg was vice president and director of Foreign Policy Studies at the Brookings Institution. Mr. Steinberg was deputy national security advisor to President Bill Clinton from 1996 to 2000.

Steinberg’s most recent books are A Glass Half Full? Rebalance, Reassurance and Resolve and Strategic Reassurance and Resolve: US-China Relations in the 21st Century He has also authored Difficult Transitions: Foreign Policy Troubles at the Outset of Presidential Power (Brookings 2008) with Kurt Campbell.

Steinberg received his A.B from Harvard College and a J.D. from Yale Law School.

2022年6月より現職。CSISに入る直前は、ホワイトハウスの国家安全保障会議（NSC）東アジア担当部長。連邦政府に25年間務め、主に対日、対インド太平洋政策に関与してきた。NSCには2度所属し、前回はオバマ政権時代に日本・オセアニア担当部長（2014–16年）。この間、国防総省の国防長官室（政策担当）でプリンシパル・ディレクターとして南アジア・東南アジア担当（2017-21年）、東アジア担当（2016-17年）を務めた。その前には同じく国防長官室で北東アジア担当（2010-14年）のディレクターとなり、日米同盟の戦略開発を受け持った。政府職員としての振り出しは中央情報局（CIA）の情報将校。

プリンストン大学公共政策・国際関係大学院で修士。日本語を流暢に操る。

Christopher B. Johnstone is senior adviser and Japan Chair at the Center for Strategic and International Studies (CSIS). Prior to joining CSIS, Mr. Johnstone served in government for 25 years in a variety of senior positions with a focus on U.S. policy toward Japan and the Indo-Pacific. He served twice on the National Security Council, as director for East Asia under President Biden and director for Japan and Oceanian affairs under President Obama (2014–2016). In the Office of the Secretary of Defense, Mr. Johnstone led offices with responsibility for South and Southeast Asia (2017–2021) and East Asia (2016–2017); he was director for Northeast Asia from 2010 to 2014, where he had principal responsibility for developing strategy for the U.S.-Japan alliance. Mr. Johnstone began his career as an intelligence officer in the Central Intelligence Agency, where he worked on national security issues in Northeast Asia and served in an overseas field station. Mr. Johnstone has a master's in public affairs from Princeton University's School of Public and International Affairs and a bachelor of arts from Swarthmore College. He speaks fluent Japanese.

米海軍で制服組最高位の作戦部長（Chief of Naval Operations）を2007-11年に務めた。階級は大将（Admiral、提督）。大西洋、太平洋の両方で作戦行動に従事し、2004年のスマトラ島大地震の津波被害の際には太平洋軍（現・インド太平洋軍）副司令官として南アジア・東南アジアでの救援活動を指揮した。

現在、スタンフォード大学フーバー研究所特別軍事研究員。また、ノースロップ・グラマン（防衛大手）、マースク・ライン（海運大手、デンマーク）、マリネット・マリン（造船）で社外取締役を務める。投資信託運用会社のドッジ＆コックスの評議員。

このほか、ジョンズ・ホプキンス大学では全学の評議員と、先端的な研究拠点として知られる同大学応用物理学研究所（APL）の運営委員会のメンバーを兼ねている。米国科学アカデミーでは海軍・海兵隊の課題に関する諮問委員長、米国輸出入銀行では対中競争の評議会の議長を務める。ハイファ大学（イスラエル）海事政策・戦略研究センターの顧問でもある。

連邦議会が指名したトランプ政権の国防戦略に対する評価委員会の共同座長（2018年11月に報告書）、中国の一帯一路構想に対するアメリカの対応策をまとめた外交問題評議会のタスクフォースの共同座長（2021年3月に報告書）を務めた。

Admiral Roughead is a graduate of the U.S. Naval Academy whose naval career culminated in serving as the Chief of Naval Operations, the senior officer in the U.S. Navy. In that role he was a member of the U.S. Joint Chiefs of Staff. Prior to that he held six operational commands and is one of only two officers in the Navy’s history to have commanded both the Atlantic and Pacific Fleets.

In assignments ashore he served as the Commandant, U.S. Naval Academy and was the Navy’s Chief of Legislative Affairs responsible for the Department of the Navy’s interaction with Congress. Admiral Roughead was also the Deputy Commander, U.S. Pacific Command during the massive relief effort following the 2004 tsunami in South and Southeast Asia.

Admiral Roughead is the Robert and Marion Oster Distinguished Military Fellow at the Hoover Institution at Stanford University. He serves on the boards of directors of the Northrop Grumman Corporation, Maersk Line, Limited, the Marinette Marine Corporation, and is a Trustee of Dodge and Cox Funds. He is a Trustee of the Johns Hopkins University, serves on the Board of Managers of the Johns Hopkins University Applied Physics Laboratory, is the Chair of the National Academy of Sciences Naval Studies Board, chairs the U.S. Export Import Bank’s Council on China Competition, and advises the University of Haifa Maritime Center.

He co-chaired the Congressionally appointed commission that reviewed the Trump administration’s National Defense Strategy, and recently co-chaired a Council on Foreign Relations Task Force addressing America’s response to China’s Belt and Road Initiative.

現在、CSISで非常勤の上級アドバイザー、キッシンジャー・チェア。主な著書に、アメリカ独立以来のアジア太平洋戦略を描いた『By More Than Providence: Grand Strategy and American Power in the Asia Pacific Since 1783』、安倍晋三元首相の外交・安全保障政策を論じた『Line of Advantage: Japan’s Grand Strategy in the Era of Abe Shinzō』（共に日本語版が計画されている）などがある。SAISで博士号。

Previously Dr Green was senior vice president for Asia, Japan Chair, and Henry A. Kissinger Chair at the Center for Strategic and International Studies (CSIS) and director of Asian Studies and Chair in Modern and Contemporary Japanese Politics and Foreign Policy at the Edmund A. Walsh School of Foreign Service at Georgetown University. He served on the staff of the National Security Council (NSC) from 2001 through 2005, first as director for Asian affairs with responsibility for Japan, Korea, Australia, and New Zealand, and then as special assistant to the president for national security affairs and senior director for Asia, with responsibility for East Asia and South Asia. Before joining the NSC staff, he was a senior fellow for East Asian security at the Council on Foreign Relations, director of the Edwin O. Reischauer Center and the Foreign Policy Institute and assistant professor at the School of Advanced International Studies (SAIS) at Johns Hopkins University, research staff member at the Institute for Defense Analyses, and senior adviser on Asia in the Office of the Secretary of Defense. He also worked in Japan on the staff of a member of the National Diet.

Dr Green is also non-resident senior advisor and Kissinger Chair with CSIS and a distinguished scholar at the Asia Pacific Institute in Tokyo. He serves as a trustee at the Asia Foundation and senior adviser at the Asia Group. He is a member of the Council on Foreign Relations and the Aspen Strategy Group, the Radio Free Asia Board, the Center for a New American Security Advisory Board, and the editorial boards of the Washington Quarterly and the Journal of Unification Studies in Korea.

Dr Green has authored numerous books and articles on East Asian security, including most recently, By More Than Providence: Grand Strategy and American Power in the Asia Pacific Since 1783 (Columbia University Press, 2017) and Line of Advantage: Japan’s Grand Strategy in the Era of Abe Shinzō (Columbia University Press, 2022). He received his master’s and doctoral degrees from SAIS and did additional graduate and postgraduate research at Tokyo University and the Massachusetts Institute of Technology. He received his bachelor’s degree in history from Kenyon College with highest honours. He holds a black belt in Iaido (sword) and has won international prizes on the great highland bagpipe.

1971年東京大学法学部卒業。1976年同大学院法学政治学研究科博士課程修了（法学博士）。立教大学法学部教授等を経て、1997-2004年及び2006年-2012年東京大学大学院法学政治学研究科教授。2004-06年特命全権大使（日本政府国連代表部次席代表）。2018年より公益財団法人中曽根康弘世界平和研究所総括研究顧問、2011年紫綬褒章。2012年より、政策研究大学院大学教授、国際大学学長を兼務し、2015年10月よりJICA理事長、2022年4月より現職。

小泉元首相の「対外関係タスクフォース」メンバー、日韓歴史共同研究委員会委員、外務省「日中歴史共同研究」日本側委員座長、「いわゆる『密約』問題に関する有識者委員会座長」、安倍元首相の「パリ協定に基づく成長戦略としての長期戦略策定に向けた懇談会」座長、「安全保障と防衛力に関する懇談会」・「安全保障の法的基盤の再構築に関する懇談会」・「20世紀を振り返り21世紀の世界秩序と日本の役割を構想するための有識者懇談会（21 世紀構想懇談会）座長代理などを歴任。近著に『官僚制としての日本陸軍』（筑摩書房、2012年）、『世界地図を読み直す』（新潮社、2019年）、『明治維新の意味』（新潮社、2020年）など。

Dr. Shinichi Kitaoka is Special Advisor to the President (former President) of the Japan International Cooperation Agency (JICA), and Emeritus Professor of University of Tokyo and Rikkyo University. He studied at the University of Tokyo (Ph.D. 1976); taught at Rikkyo University (1976-97) and his alma mater (1997-2004, 2006-2012); and served as Ambassador to the United Nations (2004-2006). Most recently, he was President of the International University of Japan (IUJ) (2012-2015). Kitaoka has been on the advisory panels for many foreign ministers and prime ministers of Japan. He had been the Acting Chair of the Advisory Panel on the History of the 20th Century and on Japan’s Role and the World Order in the 21st Century (Feb. 2012 - Aug. 2015), the Advisory Panel on the Reconstruction of the Legal Basis for National Security (Feb. 2013 - May 2015), the Chair of the Advisory Panel on Long-Term Strategy under the Paris Agreement as Growth Strategy (Jul. 2018 – Apr. 2019), the Acting Chair of The Advisory Panel on National Security and Defense Capabilities (August 2018 - Dec. 2018). Kitaoka has published many books on Japan's military, diplomacy, party politics, and intellectuals. He received the Imperial Medal with Purple Ribbon in 2011.

ブッシュ政権の2001年－2005年に国務副長官を務めた。

また、旧ソ連崩壊に伴い独立した国々（NIS）に対する米国の支援策を指揮したほか、湾岸戦争時には大統領特使としてヨルダンのフセイン国王と会談したことなどで知られる。

1983年から1989年に国防次官補（国際安全保障担当）、1981年から1983年に国防次官補代理（東アジア・太平洋地域担当）。1967年、米海軍兵学校を卒業。

ベトナム戦争では3度戦闘任務に就いた。国内外より多数の軍事勲章、公共サービス殊勲賞を授与されている。

ジョセフ・ナイ・ハーバード大学教授と共に超党派の対日外交・安全保障政策の提言書をまとめてきた。

Ambassador Armitage is a founding partner of Armitage International, L.C. and serves as the firm’s president. He is a former deputy secretary of the Department of State and has served as the assistant secretary for international security affairs and deputy assistant secretary for East Asia and Pacific affairs at the Department of Defense. In addition, Ambassador Armitage has held a wide variety of high-ranking U.S. diplomatic positions; including, Presidential Special Negotiator for the Philippines Military Bases Agreement, Special Mediator for Water in the Middle East, Special Emissary to King Hussein of Jordan during the 1991 Gulf War, and Ambassador directing U.S. assistance to the new independent states of the former Soviet Union.

Ambassador Armitage is the recipient of numerous U.S. military decorations, as well as military decorations from the governments of Thailand, Republic of Korea, Bahrain, and Pakistan. He is a recipient of the Department of State Distinguished Service Award, the Department of Defense Medal for Distinguished Public Service (four times), the Secretary of Defense Medal for Outstanding Public Service, the Chairman of the Joint Chiefs Award for Outstanding Public Service, and the Presidential Citizens Medal, awarded by President H.W. Bush to citizens who have performed exemplary deeds of service. He has received the Grand Cordon of the Order of the Rising Sun from the Government of Japan and was awarded a KBE from Her Majesty the Queen of England and became a Knight Commander of the Order of St. Michael and St. George. Ambassador Armitage also has been appointed as an Honorary Companion of The New Zealand Order of Merit and as an Honorary Companion of the Order of Australia. The President of Romania conferred upon Ambassador Armitage Romania’s highest civil order, The Order of the Star of Romania, with the rank of Commander. Most recently, he received an honorary doctorate from Keio University in Japan.

Ambassador Armitage currently serves on the board of directors of ManTech International Corporation. He also is a member of The American Academy of Diplomacy.

Ambassador Armitage graduated in 1967 from the U.S. Naval Academy, where he was commissioned an Ensign in the U.S. Navy. He served on a destroyer stationed on the Vietnam gunline and subsequently completed three combat tours with the riverine/advisory forces in Vietnam. Fluent in Vietnamese, Ambassador Armitage left active duty in 1973 and joined the U.S. Defense Attaché Office in Saigon. Immediately prior to the fall of Saigon, he organized and led the removal of Vietnamese naval assets and personnel from the country. For his service to the nation, Ambassador Armitage received the Distinguished Graduate Award from the U.S. Naval Academy in 2013.

2008年には国際関係学者2700人の投票により米外交政策上最も影響力のある学者に選ばれ、11年の調査では国際関係に関して過去20年間で4番目に影響力のある人物に選ばれた。

Foreign Policy誌による「世界の思想家トップ100人」にも選ばれている。1977-79年に国務次官補および国家安全保障会議核兵器不拡散グループ委員長を兼任。

93-94年には大統領のために諜報評価を行う国家情報会議議長、また94-95年は国際安全保障担当の国防次官補を務めた。

著書にはThe Economist誌により「緻密で説得力がある」と評された『ソフト・パワー』、『リーダー・パワー: 21世紀型組織の主導者のために』、『アメリカの世紀は終わらない』などがある。知日派としても知られ、リチャード・アーミテージ元国務副長官とともに超党派の対日政策提言を重ねてきた。

He received his bachelor's degree summa cum laude from Princeton University, won a Rhodes Scholarship to Oxford University, and earned a PhD in political science from Harvard. He has served as Assistant Secretary of Defense for International Security Affairs, Chair of the National Intelligence Council, and Deputy Under Secretary of State for Security Assistance, Science and Technology. His most recent books include The Power to Lead; The Future of Power; Presidential Leadership and the Creation of the American Era; and Is the American Century Over. He is a fellow of the American Academy of Arts and Sciences, the British Academy, and the American Academy of Diplomacy. In a recent survey of international relations scholars, he was ranked as the most influential scholar on American foreign policy, and in 2011, Foreign Policy named him one of the top 100 Global Thinkers.

Dr. Nobumasa Akiyama is the Dean of the School of International and Public Policy, and Professor of International Relations at the Graduate School of Law at Hitotsubashi University. He is also an Adjunct Research Fellow at Japan Institute of International Affairs. Before appointed to the current position, he served as Minister-Counsellor at the Permanent Mission of Japan to the International Organizations in Vienna and Special Advisor to Ambassador on Nuclear Security from April 2016 to March 2018 when he was on loan to the Ministry of Foreign Affairs of Japan. His other professional appointments included a member of the Public Security Examination Commission of the Ministry of Justice, the Eminent Persons Group for the Substantive Advancement of Nuclear Disarmament, a Foreign Minister’s consultative group, and Advisor to the Japanese delegation to the NPT Review Conferences since 2000. 専門はドイツを中心としたヨーロッパの政治外交史、安全保障、国際政治学。著書に『核の一九六八年体制と西ドイツ』（有斐閣、2021）、『ドイツ再軍備』（中央公論社、1993）、『冷戦後のNATO："ハイブリッド同盟"への挑戦』（共著、ミネルヴァ書房、2012）、Joining the Non-Proliferation Treaty: Deterrence, Non-Proliferation and the American Alliance, （John Baylisと共編著、Routledge: 2018)などがある。

安全保障の法的基盤の再構築に関する懇談会、法制審議会、内閣府国際政治経済懇談会など、多くの政府委員会等のメンバーも務める他、一般財団法人平和・安全保障研究所理事、日経Think!エキスパート、毎日新聞書評欄「今週の本棚」、毎日新聞政治プレミア執筆者も務める。

Yoko Iwama is Professor of National Graduate Institute for Policy Studies (GRIPS). She is also the director of Security and Strategy Program (SSP) at GRIPS.

She graduated from Kyoto University and earned her Ph.D. in Law at the University. After serving as Special Assistant of the Japanese Embassy in Germany (1998–2000), she joined GRIPS as Associate Professor in 2000, she was appointed Professor at GRIPS in 2009.

Her specialty is international security and European diplomatic history centering on NATO, Germany, and nuclear strategy.

She has served on numerous government committees including the Advisory panel on the Reconstruction of a Legal Basis for Security (2006-7, 2013-14).

日本経済新聞社コメンテーター。1987年（昭和62年）入社。流通経済部、政治部、北京支局、ワシントン支局などを経て、2009年9月から、外交・安全保障担当の編集委員兼論説委員。2016年10～12月、フィナンシャル・タイムズに出向し、「Leader Writing Team」で社説を担当した。2017年2月より現職。外交・安保分野を中心に、定期コメンタリーを執筆する。

優れた国際報道に与えられる2018年度のボーン・上田記念国際記者賞を受賞。著書に、米中日関係の現状と行方を分析した「乱流米中日安全保障三国志」（2016年日本経済新聞出版社）、「暗流米中日外交三国志」（2008年、同）がある。87年3月、自由学園最高学部卒。91年、米ボストン大学大学院修了（国際関係論）。2006～2007年、米ハーバード大学日米関係プログラム研究員。

Hiroyuki Akita is a Commentator of Nikkei. He regularly writes commentaries and columns, analysis mainly on foreign & international security affairs. He joined Nikkei in 1987 and worked at Political News Dept.(98-2002) where he covered Japanese foreign & security policies, domestic politics. He was Senior & Editorial Staff Writer (2009-17) , and he also worked at "Leader Writing Team" of the Financial Times in London (Oct-Dec, 17).

He was Beijing Correspondent (94-98) and Washington Chief Correspondent (2002-06). In Beijing, he reported major news events such as death of Deng Xiaoping, Hong Kong handover to China. In Washington DC, he covered White House & Pentagon, State Department during Bush administration.

He graduated from Jiyu Gakuen College in 1987 and Boston University (M.A.). From 2006 to 07, he was an associate of US-Japan Program at Harvard University, where he conducted a research on US-China-Japan relations. In March 2019, he won the Vaughn-Ueda International Journalist Award, a prize for outstanding reporting of international affairs. He is an author of two books in Japanese: "Anryu (Power Game of US-China-Japan)"(2008), "Ranryu (Strategic Competition of US-Japan and China)"(2016).
