2009-11年にはオバマ政権の国務副長官としてクリントン国務長官を支えた。
2005年-08年にテキサス大学オースティン校リンドン・B・ジョンソン公共政策大学院長、2001年-05年にブルッキングス研究所の副所長兼外交政策研究部長。
1996年から2000年にかけてはクリントン政権で国家安全保障問題担当の大統領副補佐官。外交・安全保障分野の専門家の養成機関として知られるジョンズ・ホプキンス大学高等国際関係大学院の学長に11月に就任予定。
主な著書に、米中関係の安定化の方策を説いた「A Glass Half Full? Rebalance, Reassurance and Resolve in the US-China Relationship」 (Brookings Institution Press, 2017)、「米中衝突を避けるために:戦略的再保証と決意」(日本経済新聞出版社、2015年、原著はプリンストン大学出版会、2014年)などがある(上記の2点はいずれもマイケル・オハロン氏との共書)。
イエール大学法科大学院で法学博士号を取得。

The Honorable James B. Steinberg is University Professor of Social Science, International Affairs and Law at Syracuse University, where he was Dean of the Maxwell School from July 2011 until June 2016. Prior to becoming Dean he served as Deputy Secretary of State, the principal deputy to Secretary Hillary Rodham Clinton, from 2009-2011. From 2005- 2008, Steinberg was Dean of the Lyndon B. Johnson School of Public Affairs. From 2001 to 2005, Mr. Steinberg was vice president and director of Foreign Policy Studies at the Brookings Institution.

Mr. Steinberg will assume the position of Dean of the School of Advanced International Studies (SAIS) at Johns Hopkins University in November.

Mr. Steinberg was deputy national security advisor to President Clinton from 1996 to 2000. During that period he also served as the president’s personal representative to the 1998 and 1999 G-8 summits. Prior to becoming deputy national security advisor, Mr. Steinberg held positions as director of the State Department’s Policy Planning Staff, and as Deputy Assistant Secretary for Analysis in the Bureau of Intelligence and Research. He is the recipient of the Joseph J. Kruzel Memorial Award, American Political Science Association (2014), the CIA Director’s Medal (2011) and the Secretary of State’s Distinguished Service Award (2011).

Steinberg’s most recent books are A Glass Half Full? Rebalance, Reassurance and Resolve and Strategic Reassurance and Resolve: US-China Relations in the 21st Century (both with Michael O’Hanlon Recent book chapters include “Present at the Recreation: The Role of the State Department in Formulating and Implementing US Global Policy” in Nicholas Burns and Jonathan Price, eds., America’s National Security Architecture (Aspen Institute, 2016); “United States: Grappling with Rising Powers” in William I. Hitchcock, Melvyn P. Leffler and Jeffrey W. Legro, eds., Shaper Nations: Strategies for a Changing World (Harvard University Press, 2016) and “History, Policymaking, and the Balkans: Lessons Imported and Lessons Learned” in Hal Brands and Jeremi Suri, eds., The Power of the Past, History and Statecraft, (Brookings Institution Press, 2015). He has also authored Difficult Transitions: Foreign Policy Troubles at the Outset of Presidential Power (Brookings 2008) with Kurt Campbell.

Mr. Steinberg received his A.B from Harvard College and a J.D. from Yale Law School. He is married to Sherburne Abbott, University Professor at Syracuse University. They have two children, Jenna and Emma Steinberg.

1971年東京大学法学部卒業。1976年同大学院法学政治学研究科博士課程修了(法学博士)。立教大学法学部教授等を経て、1997-2004年及び2006年-2012年 東京大学大学院法学政治学研究科教授。2004-06年特命全権大使(日本政府国連代表部次席代表)。2018年より公益財団法人中曽根康弘世界平和研究所総括研究顧問、2011年紫綬褒章。2012年より、政策研究大学院大学教授、国際大学学長を兼務し、2015年10月より現職。
小泉首相の「対外関係タスクフォース」メンバー、日韓歴史共同研究委員会委員、外務省「日中歴史共同研究」日本側委員座長、「いわゆる『密約』問題に関する有識者委員会座長」、安倍首相の「パリ協定に基づく成長戦略としての長期戦略策定に向けた懇談会」座長、「安全保障と防衛力に関する懇談会」座長代理などを歴任。近著に『官僚制としての日本陸軍』(筑摩書房、2012年)、『門戸開放政策と日本』(東京大学出版会、2015年)、『世界地図を読み直す』(新潮社、2019年)など。

Dr. Shinichi Kitaoka is President of the Japan International Cooperation Agency (JICA), and Emeritus Professor of University of Tokyo and Rikkyo University. He studied at the University of Tokyo (Ph.D. 1976); taught at Rikkyo University (1976-97) and his alma mater (1997-2004, 2006-2012); and served as Ambassador to the United Nations (2004-2006). Most recently, he was President of the International University of Japan (IUJ) (2012-2015). Kitaoka has been on the advisory panels for many foreign ministers and prime ministers. He had been the Acting Chair of the Advisory Panel on the History of the 20th Century and on Japan’s Role and the World Order in the 21st Century (February 2012-August 2015), the Advisory Panel on the Reconstruction of the Legal Basis for National Security (February 2013-), the Chair of the Advisory Panel on Long-Term Strategy under the Paris Agreement as Growth Strategy (August 2018-), the Acting Chair of The Advisory Panel on National Security and Defense Capabilities (August 2018-) . Kitaoka has published many books on Japan's military, diplomacy, party politics, and intellectuals. He received the Imperial Medal with Purple Ribbon in 2011.

1984年東京大学教養学部助教授、1990年東京大学東洋文化研究所助教授、1998年東京大学東洋文化研究所教授、2000年東京大学大学院情報学環教授、2002年東京大学東洋文化研究所所長、2009年東京大学理事・副学長、2011年同副学長、2012年−2015年国際協力機構(JICA)理事長、2015年東京大学東洋文化研究所教授、2017年4月より現職。
専門分野は国際政治理論、開発協力、アジアの国際政治、日本外交。著書に『新しい「中世」』(日本経済新聞社、1996年、サントリー学芸賞受賞)、『ワード・ポリティクス』(筑摩書房、2000年、読売・吉野作造賞受賞)、『アジアのなかの日本』(NTT出版、2007年)など。2012年に紫綬褒章受章。

Akihiko Tanaka is President of the National Graduate Institute for Policy Studies (GRIPS).
Before assuming the current position, he had been Professor of International Politics at the Institute for Advanced Studies on Asia, The University of Tokyo, for many years.
He served as President of Japan International Cooperation Agency (JICA) from April, 2012 to September, 2015.
Mr. Tanaka was also Executive Vice President of The University of Tokyo (2009-2011). He is Chairman of the Board, Japan for UNHCR and a Distinguished Fellow at the JICA Research Institute.
He obtained his bachelor’s degree in International Relations at the University of Tokyo in 1977 and Ph.D. in Political Science at the Massachusetts Institute of Technology in 1981.
He has numerous books and articles on world politics and security issues in Japanese and English including The New Middle Ages: The World System in the 21st Century (Tokyo: The International House of Japan, 2002) and Japan in Asia: Post-Cold-War Diplomacy (Tokyo: Japan Publishing Industry Foundation for Culture, 2017).
He received the Medal with Purple Ribbon in 2012 for his academic achievements.

また、旧ソ連崩壊に伴い独立した国々(NIS)に対する米国の支援策を指揮したほか、湾岸戦争時には大統領特使としてヨルダンのフセイン国王と会談したことなどで知られる。
1983年から1989年に国防次官補(国際安全保障担当)、1981年から1983年に国防次官補代理(東アジア・太平洋地域担当)。1967年、米海軍兵学校を卒業。
ベトナム戦争では3度戦闘任務に就いた。国内外より多数の軍事勲章、公共サービス殊勲賞を授与されている。
ジョセフ・ナイ・ハーバード大学教授と共に超党派の対日外交・安全保障政策の提言書をまとめてきた。

Ambassador Armitage is a founding partner of Armitage International, L.C. and serves as the firm’s president. He is a former deputy secretary of the Department of State and has served as the assistant secretary for international security affairs and deputy assistant secretary for East Asia and Pacific affairs at the Department of Defense. In addition, Ambassador Armitage has held a wide variety of high-ranking U.S. diplomatic positions; including, Presidential Special Negotiator for the Philippines Military Bases Agreement, Special Mediator for Water in the Middle East, Special Emissary to King Hussein of Jordan during the 1991 Gulf War, and Ambassador directing U.S. assistance to the new independent states of the former Soviet Union.

Ambassador Armitage is the recipient of numerous U.S. military decorations, as well as military decorations from the governments of Thailand, Republic of Korea, Bahrain, and Pakistan. He is a recipient of the Department of State Distinguished Service Award, the Department of Defense Medal for Distinguished Public Service (four times), the Secretary of Defense Medal for Outstanding Public Service, the Chairman of the Joint Chiefs Award for Outstanding Public Service, and the Presidential Citizens Medal, awarded by President H.W. Bush to citizens who have performed exemplary deeds of service. He has received the Grand Cordon of the Order of the Rising Sun from the Government of Japan and was awarded a KBE from Her Majesty the Queen of England and became a Knight Commander of the Order of St. Michael and St. George. Ambassador Armitage also has been appointed as an Honorary Companion of The New Zealand Order of Merit and as an Honorary Companion of the Order of Australia. The President of Romania conferred upon Ambassador Armitage Romania’s highest civil order, The Order of the Star of Romania, with the rank of Commander. Most recently, he received an honorary doctorate from Keio University in Japan.

Ambassador Armitage currently serves on the board of directors of ManTech International Corporation. He also is a member of The American Academy of Diplomacy.

Ambassador Armitage graduated in 1967 from the U.S. Naval Academy, where he was commissioned an Ensign in the U.S. Navy. He served on a destroyer stationed on the Vietnam gunline and subsequently completed three combat tours with the riverine/advisory forces in Vietnam. Fluent in Vietnamese, Ambassador Armitage left active duty in 1973 and joined the U.S. Defense Attaché Office in Saigon. Immediately prior to the fall of Saigon, he organized and led the removal of Vietnamese naval assets and personnel from the country. For his service to the nation, Ambassador Armitage received the Distinguished Graduate Award from the U.S. Naval Academy in 2013.

ローズ奨学金でオックスフォード大学に進学した後、ハーバード大学で政治学博士号を取得し、64年から同学で教鞭を執る。
2008年には国際関係学者2700人の投票により米外交政策上最も影響力のある学者に選ばれ、11年の調査では国際関係に関して過去20年間で4番目に影響力のある人物に選ばれた。
Foreign Policy誌による「世界の思想家トップ100人」にも選ばれている。1977-79年に国務次官補および国家安全保障会議核兵器不拡散グループ委員長を兼任。
93-94年には大統領のために諜報評価を行う国家情報会議議長、また94-95年は国際安全保障担当の国防次官補を務めた。
著書にはThe Economist誌により「緻密で説得力がある」と評された『ソフト・パワー』、『リーダー・パワー: 21世紀型組織の主導者のために』、『アメリカの世紀は終わらない』などがある。知日派としても知られ、リチャード・アーミテージ元国務副長官とともに超党派の対日政策提言を重ねてきた。

Joseph S. Nye Jr., University Distinguished Service Professor, Emeritus and former Dean of the Harvard's Kennedy School of Government. He received his bachelor's degree summa cum laude from Princeton University,won a Rhodes Scholarship to Oxford University, and earned a PhD in political science from Harvard. He has served as Assistant Secretary of Defense for International Security Affairs, Chair of the National Intelligence Council, and Deputy Under Secretary of State for Security Assistance, Science and Technology. His most recent books include The Power to Lead; The Future of Power; Presidential Leadership and the Creation of the American Era; and Is the American Century Over. He is a fellow of the American Academy of Arts and Sciences, the British Academy, and the American Academy of Diplomacy. In a recent survey of internatinal relations scholars, he was ranked as the most influential scholar on American foreign policy, and in 2011, Foreign Policy named him one of the top 100 Global Thinkers.

ワシントンのジョージタウン大学エドマンド・A・ウォルシュ外交学院アジア研究部長。
2001年から2005年まではホワイトハウスの国家安全保障会議(NSC)でアジア部長(日本・朝鮮半島・オーストラリア・ニュージランド担当)、同アジア担当大統領補佐官兼上級アジア部長を務めた。
NSCに加わるまでは、外交問題評議会の東アジア安全保障担当上級研究員、ジョンズ・ホプキンス大学高等国際問題研究大学院(SAIS)助教授、同大学院エドウィン・ライシャワー東アジア研究所およびフォーリン・ポリシー・インスティテュート所長、防衛分析研究所(IDA)研究員、国防長官室アジア太平洋局上級顧問などを歴任した。5年におよぶ日本滞在経験があり、日本語に堪能。国会議員秘書も務めた。
現在、アスペン研究所ストラテジー・グループのメンバーで、シンクタンクの新アメリカ安全保障センターの諮問委員でもある。
SAISで博士号取得した。近著にアメリカ独立以来のアジア太平洋戦略を描いた『By More Than Providence』がある(2017年刊行)。

Michael Jonathan Green is senior vice president for Asia and Japan Chair at the Center for Strategic and International Studies (CSIS) and director of Asian Studies at the Edmund A. Walsh School of Foreign Service at Georgetown University. He served on the staff of the National Security Council (NSC) from 2001 through 2005, first as director for Asian affairs with responsibility for Japan, Korea, Australia, and New Zealand, and then as special assistant to the president for national security affairs and senior director for Asia, with responsibility for East Asia and South Asia. Before joining the NSC staff, he was a senior fellow for East Asian security at the Council on Foreign Relations, director of the Edwin O. Reischauer Center and the Foreign Policy Institute and assistant professor at the School of Advanced International Studies (SAIS) at Johns Hopkins University, research staff member at the Institute for Defense Analyses, and senior adviser on Asia in the Office of the Secretary of Defense. He also worked in Japan on the staff of a member of the National Diet.

Dr. Green is also a nonresident fellow at the Lowy Institute in Sydney, Australia, a distinguished scholar at the Asia Pacific Institute in Tokyo, and professor by special appointment at Sophia University in Tokyo. He is a member of the Council on Foreign Relations, the Aspen Strategy Group, the America Australia Leadership Dialogue, the advisory boards of Radio Free Asia and the Center for a New American Security, and the editorial boards of the Washington Quarterly and the Journal of Unification Studies in Korea. He also serves as a trustee at the Asia Foundation, senior adviser at the Asia Group, and associate of the U.S. Intelligence Community. Dr. Green has authored numerous books and articles on East Asian security, including most recently, By More Than Providence: Grand Strategy and American Power in the Asia Pacific Since 1783 (Columbia University Press, 2017). He received his master’s and doctoral degrees from SAIS and did additional graduate and postgraduate research at Tokyo University and the Massachusetts Institute of Technology. He received his bachelor’s degree in history from Kenyon College with highest honors. He holds a black belt in Iaido (sword) and has won international prizes on the great highland bagpipe.

2000年1月に戦略国際問題研究所(CSIS)の所長兼CEOに選出される。
CSIS参加以前には、第26代国防副長官を務める。
副長官就任以前の1993年から1997年にかけては、国防次官(会計監査担当)を務めた。
会計監査担当官として国防予算と運営改善プログラムの準備、発表および施行にあたり、国防長官の首席補佐官の役目を果たした。
2007年からは国防長官の諮問機関である国防政策協議会の議長。
国防省入省前には上院軍事委員会専門スタッフを10年間務め、主に調達、研究開発プログラム、国防予算問題、および上院歳出委員会との関係について監督・評価を担当した。
1978年から1984年にかけて議会予算局に勤務、国家安全保障および国際問題担当副部長代理として、上下院の委員会向けの分析やその他のサポートを担当した。
ジョンズ・ホプキンス大学高等国際問題研究大学院にて国際政治、国際経済および米国外交政策を専攻、1978年に優秀な成績で同大学院の博士号を取得。

John Hamre was elected president and CEO of CSIS in January 2000. Before joining CSIS, he served as the 26th U.S. deputy secretary of defense. Prior to holding that post, he was the under secretary of defense (comptroller) from 1993 to 1997. As comptroller, Dr. Hamre was the principal assistant to the secretary of defense for the preparation, presentation, and execution of the defense budget and management improvement programs. In 2007, Secretary of Defense Robert Gates appointed Dr. Hamre to serve as chairman of the Defense Policy Board, and he served in that capacity for four secretaries of defense.

Before serving in the Department of Defense, Dr. Hamre worked for 10 years as a professional staff member of the Senate Armed Services Committee. During that time, he was primarily responsible for the oversight and evaluation of procurement, research, and development programs, defense budget issues, and relations with the Senate Appropriations Committee. From 1978 to 1984, Dr. Hamre served in the Congressional Budget Office, where he became its deputy assistant director for national security and international affairs. In that position, he oversaw analysis and other support for committees in both the House of Representatives and the Senate.

Dr. Hamre received his Ph.D., with distinction, in 1978 from the School of Advanced International Studies at Johns Hopkins University in Washington, D.C., where his studies focused on international politics and economics and U.S. foreign policy. In 1972, he received his B.A., with high distinction, from Augustana College in Sioux Falls, South Dakota, emphasizing political science and economics. The following year he studied as a Rockefeller fellow at the Harvard Divinity School in Cambridge, Massachusetts.

退役海軍大将。2009~2013年、北大西洋条約機構(NATO)欧州連合軍の第16代最高司令官としてアフガニスタン、リビア、バルカン半島、シリア、海賊対策とサイバー・セキュリティを担当。 2006~2009年、米南方軍司令官として中南米における軍事作戦の総責任者を務めた。海軍での経歴は37年間に及ぶ。外交官養成機関として知られるタフツ大学フレッチャー法律外交大学院長を経て、現在は投資会社カーライル・グループの国際担当副会長。 ロックフェラー財団評議会議長も務める。最近の著書に米中の軍事衝突の可能性を小説で描いた“2034: A Novel of the Next World War”(共著、日本語版『2034 米中戦争』は2021年11月下旬に刊行予定)がある。

Admiral James Stavridis is Vice Chair, Global Affairs of The Carlyle Group and Chair of the Board of Trustees of the Rockefeller Foundation, following five years as the 12th Dean of The Fletcher School of Law and Diplomacy at Tufts University. A retired 4-star officer in the U.S. Navy, he led the NATO Alliance in global operations from 2009 to 2013 as Supreme Allied Commander with responsibility for Afghanistan, Libya, the Balkans, Syria, counter piracy, and cyber security. He also served as Commander of U.S. Southern Command, with responsibility for all military operations in Latin America from 2006-2009. He earned more than 50 medals, including 28 from foreign nations in his 37-year military career.

Earlier in his military career he commanded the top ship in the Atlantic Fleet, winning the Battenberg Cup, as well as a squadron of destroyers and a carrier strike group – all in combat. In 2016, he was vetted for Vice President by Hillary Clinton and subsequently invited to Trump Tower to discuss a cabinet position in the Trump Administration.

Admiral Stavridis earned a PhD in international relations and has published ten books and hundreds of articles in leading journals around the world, including the recent novel “2034: A Novel of the Next World War,” which was a New York Times bestseller. His 2012 TED talk on global security has close to one million views. Admiral Stavridis is a contributing editor for TIME Magazine and Chief International Security Analyst for NBC News.

早稲田大学大学院アジア太平洋研究科教授。早稲田大学現代中国研究所所長。法学博士。2005-2006年、スタンフォード大学客員研究員。2016-2017年、ジョージ・ワシントン大学客員研究員。2017年、台湾国立政治大学客員教授。専攻は現代中国の政治外交。『現代中国の外交』(慶應義塾大学出版会、2007年)は第24回大平正芳記念賞を受賞。 著書にDecoding the Rise of China: Taiwanese and Japanese Perspectives (Palgrave Macmillan, 2018)、『中国外交史』(東京大学出版会、2017年)、『外交と国際秩序(超大国・中国のゆくえ2)』(東京大学出版会、2015年)、『中国のアジア外交』(東京大学出版会、2013年)などがあり、ほか論文多数。

Rumi Aoyama is Professor at the Graduate School of Asia-Pacific Studies at Waseda University, and director of Waseda Institute of Contemporary Chinese Studies. She has been a visiting scholar at Stanford University (2005-2006), George Washington University (2016-2017), and National Chengchi University (2017).
She specialises in China’s contemporary foreign policy and politics. Her book, Contemporary China's Foreign Policy (Gendai Chuugoku no Gaikou) was honored with the 24th Masayoshi Ohira Foundation Memorial Prize.
Her other publications include Decoding the Rise of China (Palgrave Macmillan, 2018); A Diplomatic History of the People’s Republic of China (University of Tokyo Press, 2017); China and the Future of International Order (University of Tokyo Press, 2015); China’s Asia Policy in the Post-cold War Era, (University of Tokyo Press, 2013); China’s Global Strategy (Akashi Press, 2011); China’s Public Diplomacy Strategy (The Japan Foundation, 2009).
