Prof. Teruyuki Katori (born 1956) is a graduate of the University of Tokyo’s Faculty of Law (1980). Upon graduation, he joined the Ministry of Health and Welfare (current Ministry of Health, Labor and Welfare, MHLW) where he mainly oversaw social security policies. During his time as Councilor of the Cabinet Secretariat from 2001, he contributed to the drafting of the ‘Integrated Reform of Social Security and Tax’.

After retiring from the MHLW in 2016, he was appointed as Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Azerbaijan. He assumed as a Professor at Sophia University’s Faculty of Human Sciences in 2020. Since April 2023, he serves as a Specially Appointed Professor at the Department of Professional Business, Graduate School of Social Sciences, Hyogo Prefectural University.

He became a member of the MHLW’s Expert Panel on the Distribution and Pricing of Drugs for the Swift and Stable Supply of Pharmaceuticals in August 2022. He also continues his work in the area of social security as the Representative Director of Future Institute Wolong.
