Professional career spans nearly 30 years at the Ministry of Finance from tax policy and national budget formulation to international finance. Major initiatives Mr. Saisu took the lead on Japan’s fiscal policy include new taxation on cross border investment vehicles, R&D tax credit for corporations, Tax Council reforms, expansion of child benefit, reforms of the Special Account for Energy, digital payment subsidies, low carbon incentive subsidies and civil servants’ benefit and allowances reforms. Regarding the international finance, he was responsible for the bilateral relationship with other advanced economies’ Treasury Departments including US’s and EU members’. He has been seconded to the European Bank for Reconstruction and Development (EBRD) in London as Advisor to the Executive Director for Japan and the Asian Development Bank (ADB) in Manila as Chief Advisor to the President. Recently, he was seconded to the task force for Covid19 at the Cabinet Secretariat and led the vaccination campaign nationwide. Before assuming current position, he was responsible for the fiscal policy for reconstruction from the Great East Japan Earthquake at the Reconstruction Agency.
