Born in Fukuoka Prefecture in January, 1965. Graduated from Miyagi Prefectural First Women High School. Graduated from School of Political Science and Economics (BA and MA) and from the Graduate Center of City University of New York (PhD). Jointed Department of Public Health and Stanford Institute for Economic Policy Research of Stanford University as Social Science Research Associate and National Bureau of Economic Research as Research Analyst in 1997-2000.
She assumed numerous research and teaching positions, including Research Fellow of Economic and Social Research Institute/Cabinet Office, Faculty Fellow of Research Institute of Economy, Trade & Industry/IAA, Associate Professor/ Toyo Eiwa University, Senior Researcher of Department of Theoretical Social Security Research at National Institute of Population and Social Security Research. Assumed position of Professor, Faculty of Political Science and Economics of Waseda University, as of April, 2012. She has served as a public interest committee of Central Social Insurance Medical Council for 6 years since 2013, and as a member of the Council on Social Security since 2019. As of 2020, She was appointed to is a Council Members of Science Council of Japan.
