In 1995, Toshikazu OKUYA joined the Ministry of International Trade and Industry (now METI). He has been involved in various tasks, including macroeconomic analysis, science and technology strategy, civil service reform, and high- reliable information systems.
From 2010 to 2013, he served as Special Advisor to METI,Director,Japan External Trade Organization (JETRO) New York.
From 2013 to 2015, he was responsible for the formulation of Japan's 4th Strategic Energy Plan as the Director, Energy Supply and Demand Policy Office, Agency for Natural Resources and Energy.
From 2015 to 2017, as the Director of the Security Export Control Policy Division, he worked on strengthening inward investment regulations and amending the Foreign Exchange and Foreign Trade Act.
From 2017 to 2021, as the Director of the Cybersecurity Division, he launched the Study Group for Industrial Cybersecurity and worked on the formulation of the Cyber/Physical Security Framework (CPSF).
After that, he served as the Director, Policy Planning and Coordination Division, Commerce and Information Policy Bureau, and subsequently as the Director, Policy Planning and Coordination Division, Economic and Industrial Policy Bureau.
He is the Deputy Director-General for the Commerce and Information Policy Bureau since July 2024.
