Michito Tsuruoka

Professor at the Faculty of Policy Management, Keio University and Deputy Director of Keio Center for Strategy [KCS]

Dr. Michito Tsuruoka is a Professor at the Faculty of Policy Management, Keio University and concurrently a Deputy Director of Keio Center for Strategy (KCS). His areas of expertise include international security, contemporary European politics, European foreign policy, deterrence and Japan’s foreign and security policy.

He is also a Senior Fellow at the Centre for Security, Diplomacy and Strategy (CSDS), Brussels School of Governance, VUB. In 2023-2024, he was a Visiting Fellow at The Australian National University (ANU) in Canberra. Prior to joining Keio in 2017, he was a Senior Research Fellow at the National Institute for Defense Studies (NIDS), Ministry of Defense. Dr Tsuruoka served as a Deputy Director of the International Policy Division, Ministry of Defense (2012-2013), and a Visiting Fellow at Royal United Services Institute for Defence and Security Studies (RUSI), London (2013-2014). He was also a Resident Fellow of the German Marshall Fund of the United States (GMF) in Brussels (2009) and served as an Adviser for NATO at the Embassy of Japan in Belgium (2005-2008).

Dr Tsuruoka studied politics and international relations at Keio University and Georgetown University and received a PhD in War Studies from King’s College London. He authored four monographs in Japanese, including on Brexit (2020), Russia’s full-scale invasion of Ukraine (2023) and NATO’s transformation (2024). His English articles and commentaries have appeared in Asia Policy, The International Spectator, The RUSI Journal, The Diplomat, The Japan Times, etc.
