Hiroki Sekine

Managing Executive Officer, Global Head of Infrastructure and Environment Finance Group, Japan Bank for International Cooperation

Hiroki Sekine earned his Bachelor of Arts in Economics from the University of Tokyo in 1995. He later pursued a Master of Science in Finance at the London Business School, University of London, graduating in 2005.

Since July 2023, Mr. Sekine has been serving as the Managing Executive Officer and Global Head of the Infrastructure and Environment Finance Group at JBIC. Prior to this role, from July 2021 to June 2023, he was the Special Advisor for Operation Policy and Strategy within the Corporate Planning Group at JBIC.

From January 2020 to June 2021, Mr. Sekine was a Visiting Fellow in the Asia Pacific Programme at the Royal Institute of International Affairs (Chatham House). Before that, he held the position of Senior Advisor in the Corporate Planning Department from July 2019 to December 2019.

Between July 2016 and June 2019, he was the Director of the Policy and Strategy Office for Financial Operations. From July 2015 to June 2016, he served as an Advisor in the Credit Analysis Department. His role as Director of Division 2 in the Corporate Finance Department from June 2013 to June 2015 involved leading project finance and corporate finance initiatives for the Petro-Chemical and Automobile industries.

From July 2011 to May 2013, Mr. Sekine was the Director of the Power and Water Finance Department, where he led a project finance team for Independent Power Producer (IPP) projects in Asia and Latin America. Prior to this, he was an Advisor in the Asia and Oceania Finance Department from July 2010 to June 2011, and Deputy Director of Division 2 in the Asia and Oceania Finance Department from May 2008 to June 2010.

Hiroki Sekine began his career at the Export Import Bank of Japan (the former name of JBIC) in April 1995.

Mr. Sekine has also contributed to academia as an Adjunct Professor at the Graduate School of Management at Kyoto University, Japan, starting in April 2024. He was a Non-Resident Visiting Fellow at the Institute for Security and Development Policy in Stockholm from February 2020 to June 2021. Additionally, he served as an Adjunct Professor at the Graduate School of Management at Kyoto University, Japan, from April 2018 to March 2020.
