Han Phoumin

Senior Energy Economist at Economic Research Institute for ASEAN and East Asia (ERIA)

With over 25 years of professional experience, Dr. Han Phoumin has collaborated with a diverse array of international organizations, intergovernmental bodies, and multidisciplinary research consortia. His expertise encompasses energy markets and technologies, environmental sustainability, integrated water resource management, governance, and economic development across the ASEAN and East Asia regions.

Currently serving as Senior Energy Economist at ERIA, he has dedicated the past twelve years to specializing in energy policy and industrial research. His extensive expertise includes electricity market integration, waste-to-energy solutions, sustainable hydropower development, renewable energy policy research, energy efficiency and conservation, clean coal technology, energy security, carbon capture and storage, financing energy transition technologies, gas master planning, and energy demand and supply forecasting.

As the team leader and lead editor for the Energy Security White Paper supporting the Lao PDR ASEAN Chairmanship in 2024, he oversees 15 chapters of evidence-based research, significantly contributing to high-level policy discussions at forums such as the East Asia Energy Minister Meeting and the East Asia Energy Forum, organized by ERIA. He also leads several regional studies on the semiconductor supply chain and global value chain, carbon markets, critical minerals supply chain, and green digital finance.

His career is marked by successful program planning and implementation, aligning initiatives with organizational goals and fostering strong communication with senior leadership. His collaborative approach has driven project success and consistently exceeded key performance indicators.

He holds a PhD in Economic Development and Policies from Kobe University, specializing in applied econometrics. He serves as a guest editor for several prestigious international journals, including Energy Frontier, Energy Policy, and Energy Sustainability, and is an International Advisory Board Member of Energy Policy journal. Additionally, he teaches courses on development economics and policy, energy policy, and applied econometrics, and occasionally serves as a committee member for Master's and Ph.D. students at Chiang Mai University.

Throughout his career, Dr. Phoumin has edited more than 20 books published by leading academic publishers such as Springer, Routledge, World Scientific, and ERIA. He has authored 26 international journal articles and 23 book chapters, and contributed op-ed articles on various regional issues.
