Megumi Muto

Special Advisor to the President for Sustainability and Development Finance,
Japan International Cooperation Agency [JICA]

As Vice President for development finance, mobilization and partnership (Feb. 2021 to Sept. 2024), Ms. Muto pioneered the institution wide initiative for climate and sustainability mainstreaming. In recognition for her leadership, she was appointed as the first Chief Sustainability Officer of JICA (Oct. 2023 to Sept. 2024).

Ms. Muto has also held leadership roles at Ogata Sadako Research Institute for Peace and Development, Global Environment Department, and the representative office in France. During 2010-2015, she was responsible for the bilateral cooperation with the Philippines and the Pacific.

At OECD-DAC, she served as vice-chair of the Working Party on Development Finance Statistics (2017 to 2023) playing a central role for the success of the Private Sector Instruments (PSI) negotiations. Dr. Muto has written extensively in the field of impact evaluation. She has also co-led a WB-ADB-JICA book on the impact of climate change on Asian coastal mega cities.

She holds PhD in development economics, MPA and EMBA.
